Which VPNs Work in Cuba in 2026?

Not all VPNs that work in Europe or North America will work reliably in Cuba.  Cuba’s internet infrastructure is different. Connections can be unstable. Public WiFi hotspots get congested in the evenings. And some platforms block Cuban IP addresses automatically.  VPNs with fewer servers, and some free VPNs, don’t work effectively at overcoming the geo-restrictions.  And so the real question isn’t “Which VPN is best?” It’s more  “Which VPNs actually connect, overcome the issues you face in Cuba, and stay connected once you’re in Cuba?”  This guide on VPNs to use in Cuba focuses purely on real-world functionality, not marketing claims.

Why Some VPNs Fail in Cuba

There are three main reasons VPNs struggle in Cuba, and to be fair, if they struggle in Cuba, they’re going to struggle in other real-world situations too. 1. There is generally weak Public WiFi in Cuba

If you’re relying on public WiFi in Cuba for your internet connectivity, you should read my guide to WiFi in Cuba here.   Public WiFi in Cuba is provided by ETECSA, aka the Cuban Government, and can be logged on to in park and public hotspots.  It can also be provided via hotel lobby WiFi and shared casa particular connections.  These networks aren’t always stable. Hotspots can be overloaded.  If you are some distance from the nearest router, then some VPNs struggle to maintain a connection when signal strength fluctuates.

2. You’ll often find Free VPNs with overloaded servers

Free VPNs often route users through a small number of crowded servers. On already limited Cuban connections, that congestion makes performance worse.

3. Weaker VPNs have poor reconnection handling

Cuba’s internet (heck, the internet anywhere) sometimes drops briefly and reconnects. A good VPN reconnects automatically and smoothly. A weaker VPN forces you to restart the app.

  • Paid plans perform much better
  • Stable for light tasks
  • Slower during peak times

Important Features and Attributes for a VPN in Cuba

I’d argue that these are important for VPNs anywhere around the world, but we’re here, and we’re discussing Cuba, so here we go.

Performance on Public WiFi Hotspots

On Cuban hotspots, performance depends on:

  • Time of day
  • Network congestion
  • Signal strength

And in general:

If one server feels slow, switching to another US location usually improves performance.

Performance on Mobile Data

Mobile data through a Cuban SIM is often more stable than public WiFi.  All five providers connect to mobile data.

What to Do If Your VPN Won’t Connect or Work in Cuba

  • Switch to a different server.
  • Toggle airplane mode on and off.
  • Restart the app.
  • Switch between WiFi and mobile data.
  • Change protocol inside the VPN settings if available.
